Pubic Health Rapid Epidemiological Surveillance Hub

Launched in January 2025, PHRESH marks a major step forward in the evolution of infectious disease surveillance in Luxembourg. Co-funded by the European Commission for four years, the program is designed to strengthen the country’s preparedness for present and future health threats, including cross-border ones, building on the lessons of the COVID-19 pandemic and recent assessments of national surveillance systems.

PHRESH aims to make epidemiological surveillance more responsive, better integrated, and more resilient by expanding digital tools and improving the flow of information between all relevant players. In practical terms, this means linking data from doctors, laboratories, hospitals, and other key sources more effectively, so that unusual patterns can be spotted earlier and coordinated responses can be launched when needed.

Operated by the Health Inspection Division of the Directorate of Health, PHRESH brings together a wide network of national and international partners (pubic agencies, research institutes and foundations), including the SORMAS Foundation, ALVA, LNS, LIST, AGE, and LIH. Together, they are building a surveillance system that meets European standards and, above all, strengthens protection of the population through better anticipation of health threats and more effective pubic health action.

The program is built on an integrated One Health approach, which recognizes the close links between human, animal, and environmental health. This perspective makes it possible to assess risks more broadly and to better understand how diseases spread.

Through PHRESH, Luxembourg is gradually putting in place a more efficient surveillance system—one that supports health professionals in their daily work, guides pubic authorities in their actions, and enables decisions based on reliable, timely data.
